To redact a PDF without Adobe Acrobat, choose a tool that removes content and saves a separate copy. Match the workflow to your pages and the recipient’s requirements; a black rectangle alone is not enough.
Choose a workflow for your PDF
| Your file or requirement | Choose a workflow that can… |
|---|---|
| Selectable text | Apply text redactions, manually mark missed items, and check hidden information. |
| Scanned or mixed pages | Remove image regions and matching OCR text. Follow the scanned PDF checks. |
| Search, forms or accessibility | Retain each required feature outside the marks. An image-only copy will not meet these needs. |
| No uploads allowed | Process locally; check setup downloads, cloud sync and the complete offline workflow. |
These conditions can overlap: a scanned PDF that cannot be uploaded needs both image redaction and local processing. If the document is digitally signed, agree on an acceptable review copy before editing; keeping a signature visible is not the same as preserving a valid digital signature.
Blacking out is not redacting
A black shape, highlight or comment box can cover text without removing it. If the underlying text remains, it may still be selected, copied, searched or exposed by removing the overlay. Printing the page to a new PDF does not necessarily help either. The ICO’s technical example shows a black highlight surviving PDF export while the covered text can still be copied. Removing the text is better, but not always enough. A 2022 study examined eleven redaction tools and recovered names from published PDFs using the positioning of remaining characters. This is evidence of a particular failure mode, not a test of every current tool or version. Story Beyond the Eye
Use a tool whose apply step removes content. Rebuilding a page from pixels can remove the PDF text layer and its character-position data, but visible clues, unmarked information and hidden file contents still need review. An image-only output also has practical losses, explained below. Whatever you use, verify the saved copy; our guide to checking a redacted PDF shows how.
Can I redact a PDF without Acrobat Pro?
Acrobat Reader does not apply redactions, and Adobe lists redaction among the additional capabilities of Acrobat Pro rather than Standard. Being able to annotate, comment or sign does not mean an application can remove content. You can use a different local tool that meets the requirements above; the saved-file checks apply regardless of brand.
Free ways to redact on Mac and Windows
macOS. Preview includes a redaction function for selected text, and the change becomes permanent once the document is closed, so work on a duplicate. Apple notes that table-of-contents entries linking to redacted text are not removed. Scanned pages still need image-region redaction; selecting recognized text is not proof that the underlying page image has been changed.
LibreOffice. Its redaction feature includes a finalized PDF export that replaces redacted content with pixels. A working copy with provisional marks is not the finished redacted file. Do not assume the export retains searchable text, links or forms; check a fictional sample against the output you need before using it for a sensitive document.
Built-in annotation tools. Edge’s PDF inking and highlighting features are annotations. A pen, highlight or print command should not be treated as a content-removal feature merely because the exported page looks different.
Free browser tools. Check whether processing stays in the browser or sends the PDF to a server, and whether your document-handling policy allows that workflow. A free checker can inspect a saved copy without being able to edit it.

Choosing by output
If the recipient needs searchable text, choose a workflow that removes the marked content while retaining the text they need. Then check those requirements in the final file. Searchability alone says nothing about whether links, form fields or accessibility tags remain usable.
If the recipient accepts a picture of each page, a PDF rebuilt from page images alone removes the original text layer but loses search, interactive fields and accessibility structure. It still needs a visual check of every page and a check for hidden information. The ICO’s disclosure guidance describes the tradeoff between removing recoverable text and losing machine-readable content. ICO — How to disclose information safely
If a valid digital signature is required, do not assume any redaction workflow preserves it. A signature’s visible appearance, a signature field and cryptographic validation are different things. Redacting changes document content and may be blocked or invalidate a signature. Keep the signed original, request an authorized unsigned copy where needed, and agree with the recipient on the redacted copy and any new signing process.
Apply and check the redactions
- Duplicate the file and work on the copy in a local folder.
- Agree the scope with the recipient: what they need to see and what must go.
- Find every occurrence. Search helps on text pages; scanned pages have to be read, and our scanned PDF guide explains where OCR fits.
- Mark, then apply or export. Run the hidden-information step if the tool has one.
- Save under a new name and verify the saved copy in a different viewer: select, search, inspect the properties and look at every page.
Search for details you decided to remove, including fragments and alternative spacing. A permitted value may still appear elsewhere; compare each hit with the sharing instructions. An image-only output may return no matches even when sensitive text remains visible, so inspect every page and the edges of each redaction.
Use the free PDF redaction checker to look for remaining text under black boxes and hidden data in the saved copy. Your file stays in your browser. The checker inspects the result; it does not apply redactions or perform OCR, so read its coverage and review scanned pages visually. The two-file example shows how identical black boxes can hide different contents.
Where DocHush fits
DocHush’s automatic and offline workflow focuses on finding, reviewing, removing and checking sensitive information. Local detection proposes candidates, including text recognized on scanned pages. You choose what to mark or keep and add manual regions for anything missed. Its output is a rebuilt, image-only PDF; verification reopens that output to check structure, consistency and approved regions within a stated scope. It does not decide which information may be shared or find every unmarked sensitive detail.
Processing runs on your computer without document uploads; signing in, buying pages and updates need a connection. See the DocHush workflow and the release notes and input limits before choosing this workflow. It is not suitable when the recipient requires features its image-only output does not preserve.
If the saved copy fails a check
A removed detail is still readable or recoverable. Return to the protected working copy, correct the missing mark or use a workflow that removes the relevant image and text content, then export a new copy and repeat the checks. Do not fix the exported file by drawing another box over the problem. If the checker reports “Could not verify,” read the incomplete checks and use another approved review method for those parts.
Required content or layout has changed. Compare the saved copy with the original: check page count, tables, totals and any fields the recipient needs. Correct over-redaction in the working copy. If the output format cannot preserve a required feature, change workflows or agree on another delivery format before sending it.
The PDF cannot be opened or edited. Ask its owner for an authorized working copy or use a tool that supports that document. For signed files, agree on the review and signing process first; do not treat a copied signature image as a valid digital signature.
